พัทยา หรือ เมืองพัทยา เป็นเขตปกครองพิเศษเขตหนึ่งที่ตั้งตามพระราชบัญญัติระเบียบบริหารราชการเมืองพัทยา ฉบับ วันที่ 29 พฤจิกายน พ.ศ. 2521[1] (เทียบเท่าเทศบาลนคร) ในเขตจังหวัดชลบุรี จัดเป็นเมืองท่องเที่ยวนานาชาติที่มีชื่อเสียงระดับโลกโดยเฉพาะหาดทรายที่ ทอดยาวไปตามแนวชายฝั่งทะเล จัดได้ว่ามีความสวยงามอีกแห่งของประเทศไทย อยู่ห่างจากกรุงเทพมหานคร ไปทางตะวันออกเฉียงใต้ ประมาณ 140 กิโลเมตร ตั้งอยู่บนฝั่งทะเลทางทิศตะวันออกของอ่าวไทย ซึ่งพัทยาแบ่งเป็น 4 ส่วนได้แก่ พัทยาเหนือ พัทยากลาง พัทยาใต้ และหาดจอมเทียน

ประวัติเมืองพัทยา
เริ่มรู้จักกันจากคำบอกเล่าต่อกันมาว่า เมื่อ พ.ศ. 2310 ก่อนเสียกรุงศรีอยุธยาให้กับพม่า 3 เดือน พระยาตาก (สิน) ขณะนั้นยังเป็นพระยากำแพงเพชร ลงความเห็นว่า หากกรุงศรีอยุธยายังต่อสู้กับพม่าอย่างอ่อนแอเช่นนี้ ต่อไปจะต้องสูญเสียกรุงให้พม่าอย่างแน่นอน พระยากำแพงเพชรจึงรวบรวมสมัครพรรคพวกออกไปตั้งหลักใหม่ ให้มีกำลังทัพเข้มแข็งขึ้นค่อยกลับมากู้กรุงคืน พระยากำแพงเพชรได้เริ่มเคลื่อนทัพออกจากค่ายวัดพิชัยมุ่งหน้าไปทางทิศตะวัน ออกเฉียงใต้ สู้พรางร่นถอยหนีการตามล่า ของทหารพม่าไปพลาง จนกระทั่งเลยเข้าแขวงเมืองชลบุรี พระยากำแพงเพชรหยุดพักทัพที่บริเวณหน้าวัดใหญ่อินทารามในปัจจุบัน แล้วเดินทัพมุ่งตรงไปยังจันทบุรี ระหว่างทางได้พักที่บ้านหนองไผ่ ตำบลนาเกลือ แขวงเมืองบางละมุง ปัจจุบันอยู่ด้านหลังสถานีตำรวจภูธรพัทยา
ตามพระราชพงศาวดารฉบับ พระราชหัตถเลขาเล่ม 2 กล่าวเอาไว้ว่า ขณะที่ นายกลม เป็นนายชุมนุมคุมไพร่ พลอยู่ที่นั่น ตั้งทัพคอยสกัดคิดจะต่อรองพระยากำแพงเพชรในตอนนั้นขึ้นช้างพลายถือปืนนกสับ รางแดงพร้อม ด้วยพลทหารที่ร่วมเดินทางมาแห่ล้อมหน้าหลัง ตรงเข้าไปในระหว่างพวกพลนายกลมมาสกัดอยู่ ด้วยเดชะบารมีบันดาลให้นายกลมเกิดเกรงกลัวพระเดชานุภาพวางอาวุธสิ้น พาพรรคพวกพลเข้าร่วมกองทัพกับพระยากำแพง เพชร จากนั้นพระยากำแพงเพชรก็นำทัพไปหยุดประทับ ณ สถานที่ที่มีหนองน้ำครั้งรุ่งขึ้น หรือวันอังคารแรม 6 ค่ำ เดือนยี่
นายกลมจึงนำไพร่พลหมี่นหนึ่งนำทัพไปถึง ณ ตำบลหนึ่ง และหยุดพักเสียหนึ่งคืน วันต่อมาจึงเดินทัพมาถึง นาจอมเทียนและทุ่งไก่เตี้ย สัตหีบ โดยหยุดพักแรมแห่งละคืน ต่อมาชาวบ้านก็เรียกตำบลนี้ว่า ทัพพระยา และเปลี่ยนมาเรียกใหม่ พัทธยา เนื่องจากเห็นว่าตรงบริเวณที่พระยาตากมาตั้งทัพนั้นทำเลดี และมีลมทะเลชื่อ ลมพัทธยา ซึ่งก็คือลมที่พัดมาจากทิศตะวันตกเฉียงใต้ไปทิศตะวันออกเฉียงเหนือในต้นฤดูฝน จึงเรียกสถานที่ แห่งนี้ว่า หมู่บ้านพัทธยา ต่อมาปัจจุบันคำว่า พัทธยา ได้เขียนใหม่เป็น พัทยา[2]
อีกเหตุการณ์สำคัญที่ทำให้พัทยาเป็นที่รู้จักไปทั่ว เกิดขึ้นเมื่อวันที่ 29 มิถุนายน พ.ศ. 2502 เมื่อมีรถบรรทุกขนาดใหญ่ของทหารอเมริกันประมาณ 4-5 คัน บรรทุกทหารเต็มคันรถ ประมาณคันละ 100 คน จากจังหวัดนครราชสีมา ซึ่งที่นั่นมีฐานทัพของทหารอเมริกันอยู่ มุ่งมาสู่พัทยา และมาเช่าบ้านตากอากาศของพระยาสุนทร บริเวณตอนใต้ของหาด โดยผลัดกันมาพักผ่อนเป็นงวด งวดละสัปดาห์ จากพฤติกรรมของทหารอเมริกันเช่นนี้ จึงกลายเป็นจุดเริ่มต้นการท่องเที่ยวเมืองพัทยาตอนนี้เอง จากสภาพหมู่บ้านชายทะเลที่เงียบสงบ ก็พลันเปลี่ยนกลับกลายมาเป็นสถานที่ท่องเที่ยวตากอากาศ
ในเวลาต่อมา หมู่บ้านพัทยาก็ถูกพัฒนาเป็นเมืองท่องเที่ยวขึ้นชื่อ ในระดับนานาชาติ เป็นที่รู้จักไปทั่วทุกมุมโลก อย่างเช่นปัจจุบัน

สภาพอากาศ
- ฤดูหนาว (เดือน พฤศจิกายน ถึง เดือน กุมภาพันธ์) - มีฝนตกปรอยๆ เป็นช่วงสั้นๆ ( เรียกว่า ฝนชะช่อมะม่วง) อากาศชื้นราว50% อุณหภูมิประมาณ 20-30 องศาเซลเซียส เป็นช่วงที่อากาศดี เหมาะแก่การท่องเที่ยว และแนะนำผู้มาเยือนให้มา ในช่วงฤดูกาลนี้
- ฤดูร้อน (เดือน กุมภาพันธ์ ถึง เดือน พฤษภาคม) - มีฝนตกเป็นบางโอกาส อากาศชื้นประมาณ 75% อุณหภูมิประมาณ 30-40 องศาเซลเซียส ระวังพายุ ฟ้าคะนอง
- ฤดูฝน (เดือน มิถุนายน ถึง เดือน ตุลาคม) - เป็นฤดูที่มีฝนติดต่อกันยาวนาน ประมาณ 90 % อุณหภูมิประมาณ 25-35 องศา

สถานที่ท่องเที่ยว
พัทยาเหนือ
บริเวณพัทยาเหนือนั้นในอดีตเคยเป็นแหล่งชุมชนและอุตสาหกรรมมาก่อน อาชีพหลักของผู้คนแถบนี้คือ การทำนาเกลือและการประมง จึงทำให้มีบรรยากาศของความเก่าแก่หลงเหลืออยู่ บ้านเรือนโบราณ ถนนสายแคบๆ การเป็นอยู่แบบเรียบง่ายตลอดเส้นทางสายนาเกลือ-พัทยา จนถึงบริเวณวงเวียนปลาโลมาซึ่งเป็นจุดเริ่มต้นของถนนเลียบชายหาดซึ่งยาวไปจน ถึงพัทยาใต้ ในส่วนของพัทยาเหนือนี้แตกต่างจากบริเวณนาเกลือโดยสิ้นเชิง โรงแรมบ้านพักสถานบันเทิง ร้านอาหาร ถูกสร้างขึ้นมากมายริมถนนเลียบชายหาดสายนี้ อีกทั้งสามารถเดินเล่นไปตามทางเท้าริมถนนเลียบชายหาดได้อีกด้วย ถนนพัทยาสายสองในส่วนของพัทยาเหนือนั้นมีสถานน่าสนใจมากมาย เช่น ทิฟฟานี่โชว์ อัลคาร์ซ่าคาบาเร่ต์ และ ศูนย์การค้าเซ็นทรัลเฟสติวัล สำหรับนักท่องเที่ยวที่ต้องการซื้ออาหารทะเลสดๆและแปลกๆสามารถมาหาซื้อได้ที่ตลาดนาเกลือ
พัทยากลาง
พัทยากลางนั้นโรงแรมส่วนมากจะมีขนาดไม่ใหญ่มากแต่จะได้พบกับบาร์เบียร์ ร้านขายเสื้อผ้า และบาร์อะโกโก้มากมาย บริเวณถนนเรียบชายหาดมีสำนักงานตำรวจพัทยาและสำนักงานตรวจคนเข้าเมือง รอยัลการ์เด้น พลาซ่า ซึ่งเป็นห้างสรรพสินค้าหลักก็ตั้งอยู่พัทยากลางนี้เช่นกัน
พัทยาใต้
พัทยาใต้โค้งมากจากถนนเลียบชายหาด แถบนี้ถูกเรียกว่า วอล์คกิ้ง สตรีท เขตเดินเท้าบริเวณนี้มีร้านค้าเล็กๆ มากมาย ซึ่งบริการ ร้านขายเสื้อผ้า ร้านขายเครื่องกีฬา ร้านขายเครื่องประดับ และร้านขายของที่ระลึก ที่นี่ยังมีบาร์มากกมาย และยังมีร้านอาหารทะเล ซึ่งส่วนใหญ่จะสร้างยื่นลงไปในทะเลเพื่อเพิ่มบรรยากาศในการรับประทานอาหาร พัทยาใต้นั้นดูวุ่นวายกว่าส่วนอื่นๆ ของเมืองพัทยา ถนนอัฐจินดา สัญลักษณ์ของเขตแดนเมืองพัทยาใต้ เมื่อเดินไปตามซอยเล็ก ๆ ซึ่งจะนำทางสู่ถนนพระตำหนักซึ่งเป็นด้านหลังของพัทยาและนำไปสู่ ถนนพัทยาสายสอง

หาดจอมเทียน ความยาว 6 กิโลเมตรของหาดจอมเทียนถูกแบ่ง จากส่วนอื่นๆในเมืองพัทยาด้วยเนินเขาด้านหลังของพัทยาใต้ เมื่อขับรถผ่านเนินเขา และผ่านพระพุทธรูปใหญ่ก็จะลงมาสู่หาดที่ค่อนข้างเงียบ ชายหาดนี้เป็นสถานที่ที่เป็นที่นิยมของกีฬาทางน้ำ เนื่องจากพื้นที่แถวนี้มีอากาศที่บริสุทธิ์ ซึ่งถูกพัดมาจากอ่าวไทย และทะเลที่หาดนี้ยังมีความ คับคั่งของเรือน้อยกว่าที่อ่าวพัทยานอกจากนี้หาดจอมเทียนยังเป็นที่สำหรับ พักผ่อนหย่อนใจโดยการอาบแดด นอกจากนี้หาดจอมเทียนยังมีทางเล็กๆ ซึ่งมีแหล่งช็อปปิ้ง บาร์เบียร์ และยังมีโรงแรมที่มีหาดส่วนตัว บังกะโลคอมเพล็กซ์ คอนโดมิเนียม และร้านอาหาร

เกาะล้าน
เกาะล้าน อยู่ห่างชายฝั่งพัทยา 7 กิโลเมตร มีพื้นที่ประมาณ 4 ตารางกิโลเมตร มีชายหาดที่สวยงามหลายแห่ง ส่วนใหญ่คึกคักไปด้วยนักท่องเที่ยวที่มาเล่นน้ำ ดูปะการัง เล่นกีฬาทางน้ำ เช่น เรือลากร่มชูชีพ เรือสกี สกู๊ดเตอร์ โดยเฉพาะที่หาดตาแหวน หาดทองหลาง หาดนวล และหาดเทียน ส่วนหาดแสมบรรยากาศเงียบสงบกว่าหาดอื่น บริเวณเกาะล้าน และเกาะเล็ก ๆ ที่อยู่รอบ ๆ เช่น เกาะครก และเกาะสากเป็นแหล่งตกปลาดำน้ำดูปะการัง ทั้งแบบน้ำลึกและน้ำตื้น และเป็นสถานที่ฝึกหัดเรียนดำน้ำ
เกาะสาก
เกาะสากเป็นเกาะขนาดเล็ก ห่างจากเกาะล้านไปทางทิศเหนือประมาณ 600 เมตร รูปร่างโค้งเป็นรูปเกือกม้าหงาย มีหาดทราย 2 หาดทางทิศเหนือและใต้ของเกาะ และมีแนวปะการัง บนเกาะมีที่พักสำหรับนักท่องเที่ยว[4]
หมู่เกาะไผ่
เกาะไผ่จะอยู่ห่างจากชายฝั่งของเมืองพัทยา ประมาณ 23 กิโลเมตร และมีระยะทางที่ห่างจากเกาะล้านประมาณ 9.5 กิโลเมตร เป็นแหล่งท่องเที่ยว ที่มีกีฬาทางน้ำ เช่น การดำน้ำดูปะการัง เป็นที่พักผ่อน หมู่เกาะไผ่ในปัจจุบันทางกองทัพเรือเป็นผู้ดูแลและพัฒนา
การเดินทาง
- โดยรถยนต์ จาก อำเภอเมืองชลบุรี ตรงมาตาม ถ.สุขุมวิท ผ่าน อำเภอศรีราชาและ อำเภอบางละมุง ถนนเข้าสู่เมืองพัทยามีสามเส้นหลักๆ คือ ถ.พัทยาเหนือ อยู่ตรงหลัก กม.144 ถ.พัทยากลาง อยู่ประมาณหลัก กม.145-146 และ ถ.พัทยาใต้ หลัก กม.147 ทั้งสามเส้นจะไปพบกับถนเลียบชายหาดพัทยา
- โดยรถประจำทาง มีรถโดยสารประจำทางออกจากสนามบินนานาชาติสุวรรณภูมิ และสถานีขนส่งผู้โดยสารกรุงเทพทั้งสามแห่งที่ ถนนบรมราชชนนี เอกมัย และ จตุจักร ไปพัทยา
- โดยรถไฟ จากกรุงเทพฯ มีบริการเพียงวันละหนึ่งเที่ยว ออกจากสถานีกรุงเทพฯ เวลา 06.55 น. ถึงสถานีพัทยาเวลา 10.45 น. เวลาเดินทาง 3 ชม. 40 นาที
- โดยเครื่องบิน มีสนามบินอู่ตะเภาที่สัตหีบ และเที่ยวบินที่มีปัจจุบันเปิดบริการโดย สายการบิน Bangkok Airways ถึง และ จาก เกาะสมุย

เทศกาลดนตรีพัทยา หรือ พัทยา มิวสิก เฟสติวัล (Pattaya Music Festival) เป็นเทศกาลดนตรีประจำปี ที่จัดขึ้นที่พัทยา โดยเริ่มมาตั้งแต่ปี พ.ศ. 2545 ลักษณะตัวงานจะจัดในช่วงเดือนมีนาคมของทุกปี มีการแสดงของกลุ่มนักร้อง นักดนตรี ทั้งไทยและต่างประเทศ
งานประเพณีวันไหลพัทยา หรือ วันไหลพัทยา เป็นเทศกาลที่ได้รับความนิยมของชาวเมืองพัทยา ถือว่าเป็นเป็นประเพณีเชื่อมโยงและเป็นส่วนหนึ่งของประเพณีสงกรานต์ เทศกาลวันไหลพัทยานั้นจะนิยมจัดขึ้นในช่วง วันที่ 19 เมษายน ของทุกปี จะเริ่มเล่นสาดน้ำกันประมาณวันที่ 16 หรือ 17-18-19 เมษายน
